It really Sings!

Last
week while driving to work I listened to a representative
of one of our State Agencies talk about their
new Website on talk radio. At the end of the conversation
they mentioned the web address as www.state.ar.us/xyz.
After completing the conversation Sharon Lee repeated
the address. For a person driving, not associated
with state government, the address has
too many dots in it to easily remember.
Last
fall, INA staff conducted a survey of people
in the
area to try and determine how easy it was for
them to remember www.state.ar.us. Regrettably,
what we discovered is that fewer than 10% of
the people interviewed knew how to get to the
state website. We also discovered that after
showing them the site address for a second and
then showing them another address for a second,
again less than 10% of the people remembered
the www.state.ar.us address. Thus we come to
www.accessArkansas.org.
The
"Access" name is becoming somewhat
of a standard nation wide. There is Access Washington,
Access Idaho, Access Indiana and Access Kansas
to name a few. Our staff took www.accessArkansas.org
to the streets of Little Rock and discovered
that when shown for a second and then shown
another address, over 90% of the people remembered
www.accessArkansas.org. What's better, is that
now agencies can use the www.accessArkansas.org
name when referencing their site. For example,
the DF&A site known as www.state.ar.us/dfa
can now be referenced as www.accessArkansas.org/dfa.
It's that simple.
Another
point of interest that you might find is that
the "access" term provides a nice
point of continuity for city and county sites.
For instance, Little Rock Government will soon
be available under a new site accessLittleRock.org.
Last week I was informed that Fayetteville is
going with "accessFayetteville". In
efforts to assure that these site names would
not be lost to some company that wanted to hold
them for ransom, we went out and picked up the
"access" name for the largest cities
in Arkansas. These are available for use to
those cities at their convenience.
Think of it. In a couple of years Arkansas could
be viewed as a true "wired" state
if we are able to demonstrate continuity and
leverage between our state and local websites.

The
Arkansas Administrative Statewide Information
System (AASIS) project is on-schedule. It
is the first system of its type and scope
to be implemented by any state government
in the Nation. Arkansas continues to position
itself as a leader in the country with its
deployment of electronic government. The
Arkansas Administrative Statewide Information
System will: |

- Standardize,
integrate and streamline the financial
and administrative functions of Arkansas
State government. One example is the
reduction of the total number of participating
agency bank accounts from 700 to 65.
- Automate
many manual functions; distribute and
reduce redundant data entry; simplify
storage and processing; improve financial
controls; and enhance the value and
availability of information provided
to State agency executives, the Governor,
the Legislature, and and the people
of Arkansas.
- Employ
electronic procurement to achieve efficiency
with business and reduce or eliminate
paper documentation. The purchasing
procedure from requisition to payment
will be reduced from 42 steps to 7 steps.
- Implement
a solution based on proven, state-of-the-art
technologies that can migrate to technologies
of tomorrow.
- Implement
secure self-service web-enabled
solutions whereby employees, retirees,
and
fiduciaries will eventually have direct
access
to necessary personnel, payroll, benefit,
and
retirement information, plus build a
framework to enhance the public's access
to information.
- All
participating agencies will utilize
the
same system, as opposed to each agency
buying their own solution. This will
also
enable those agencies to share information
more easily. This is a win-win for
agencies taxpayers and employees.

Increased
Web Traffic = Improved
Web Infrastructure |
To meet increased
demand, the State of Arkansas web environment
will be adding new servers and memory
to significantly improve the performance
of the website. By December of 2000, the
traffic on the State of Arkansas website
had increased by a volume 300 times greater
than the same time period in 1997. That's
not 300% greater, that's 300 times greater.
For the month of December 2000, the site
incurred 22 million hits as compared to
67,000 hits in December 1997. Arkansas'
annual hits exceeded 220 million in year
2000. To accommodate this increase in
traffic, we have installed an additional
T1 connection to the web portal improving
traffic flow to the site.
Thus, as more interactive
services go live, Arkansas will continue
to upgrade its processing power and memory
so it effectively has twice as much power
and memory as it has today. The Information
Network of Arkansas will continue to enhance
the environment as required by growing
demand in the future.

Who
is INA? |

The Information
Network of Arkansas (INA) is a public
instrumentality of the State of Arkansas.
INA operates under the authority of Arkansas
code 25-27-101 et. seq. with the statutory
responsibility of assisting the state
in exploring and improving citizen and
business access to public information.
Our goals
include expanding the base of users who
can access public information as well
as increasing the amount and availability
of public information and transactions
with the State of Arkansas.
As part of
our role in the state, INA works with
the State Government of Arkansas, the
public and businesses of Arkansas, and
the citizens. We listen to the needs of
each community then work with the state
to develop new applications and transactions
to meet those needs.
